Meagan advises clients across the technology, media, and telecommunications (TMT) and digital infrastructure sectors, helping them navigate the legal, regulatory, and public policy issues shaping the digital economy. Drawing on experience in Congress, federal telecommunications policy, and private practice, Meagan develops integrated government affairs and regulatory strategies that support infrastructure deployment, market expansion, and long-term business growth.

Her practice includes advising corporations, infrastructure developers, municipalities, utilities, nonprofit organizations, and trade associations on broadband deployment, wireless infrastructure, data centers, spectrum policy, smart city initiatives, connected venues, media rights, public-private partnerships, infrastructure permitting, federal funding, and economic development. She regularly represents clients before Congress and federal agencies, including the Federal Communications Commission (FCC), the National Telecommunications and Information Administration (NTIA), and the Department of Commerce, helping clients develop, deploy, and protect critical communications and digital infrastructure while navigating complex legislative, regulatory, and public policy frameworks.
